David Yessen
David Yessen: Retired Chief of the Compliance Division Federal Motor Carrier Safety Administration. Recognized as a National Expert by FMCSA, offering technical guidance, regulatory interpretation, and leadership on Federal Motor Carrier and Hazardous Materials Regulations to a wide range of stakeholders. Led FMCSA’s International Program working with Mexico and Canada on cross border transportation issues. Part of DOT’s ASEAN work group to assist with cross border transportation in Southeast Asia. Leadership role in developing framework for investigations of motor carriers utilizing automated driving systems in commercial motor vehicles. Conducted hundreds of technical outreach programs to industry organizations and associations on topics varying from Compliance, Safety & Accountability (CSA) Program, Federal Motor Carrier Safety Regulations, drug & alcohol testing requirements including the Drug & Alcohol Clearinghouse, Crash Preventability Determination Program, and FMCSA data systems. Served as a Master Instructor for various courses to Federal agencies, State Law Enforcement, industry organizations and trucking companies. Course topics included: CSA, Enhanced Enforcement Techniques, and Electronic Logging Systems.
